Elections ACT Modernisation App

Overview

As the lead UI/UX designer for Elections ACT's modernisation program, I was responsible for designing interfaces that balanced accessibility, compliance, and usability in high-stakes electoral systems. The work included redesigning the Election Management System (Tiger) and creating new digital experiences such as the Overseas Electronic Voting (OSEV) platform, used by citizens worldwide during the 2020 ACT election.

Scope

Election Management System

Redesigned the core 'Tiger' system with modern web interfaces to support planning, candidate management, staffing, and compliance reporting.

Accessibility & Compliance

Delivered WCAG-aligned design patterns and collaborated with auditors to ensure usability met IRAP/ISM security requirements.

Design System

Established a scalable design framework used across multiple election systems, supporting consistency, rapid iteration, and stakeholder trust.

Overseas E-Voting (OSEV)

Designed an accessible and secure online voting experience for ACT residents overseas, ensuring compliance with legislative and accessibility standards.

UI Design

The design work focused on modernising Elections ACT's core systems with a consistent, accessible, and secure interface. I created streamlined layouts for the Tiger (Election Management System) modules and designed the front-end experience for the Overseas Electronic Voting (OSEV) platform for iOS. Key priorities were WCAG compliance, audit-friendly transparency, and ensuring usability for staff, candidates, and overseas voters in a high-stakes election environment.

Foundations

  • Design system established in Adobe XD
  • Accessible components (WCAG 2.1 AA)
  • Layouts for iOS iPad/Tablet

Artefacts

  • Wireframes for Tiger workflows (planning, candidate mgmt)
  • Prototype flows for OSEV voter journey
  • UI kit for consistency across election systems

Constraints

  • Strict compliance with IRAP/ISM security standards
  • COVID-safe election delivery under tight timelines
  • Design trade-offs with legacy integration requirements

Challenges & tensions

Compliance & security

  • Strict adherence to IRAP and ISM certification standards
  • Designing flows transparent enough for third-party audits
  • Balancing usability with multi-factor authentication & SSO

Delivery constraints

  • Legacy Tiger system with fragmented, manual workflows
  • Compressed timelines driven by the 2020 election cycle
  • COVID-safe requirements adding scope and urgency

Outcomes

The design delivered modern, accessible, and secure interfaces that supported Elections ACT in running a COVID-safe 2020 election. The updated Tiger management system and the new Overseas Electronic Voting (OSEV) platform enabled staff, candidates, and overseas voters to interact with confidence in a high-stakes environment.

Election Management System (Tiger)

  • Modern responsive UI and simplified workflows
  • Improved candidate and party management tools
  • Scalable design system foundations

Overseas Electronic Voting (OSEV)

  • Accessible, secure online ballot submission
  • WCAG 2.1 AA compliance for users
  • Trusted by ACT residents abroad during 2020 election

Compliance & accessibility

  • Aligned with IRAP/ISM certification standards
  • Audit-ready flows and transparent reporting
  • 24/7 support framework during election period
